California Unemployment Extension

In times of economic hardship, Congress can pass special legislation to provide Extended Benefits (EB) to individuals who have been unemployed for an extended period. If this program is in place, individuals who have exhausted their regular UI benefits and do not qualify for any other UI claims may be eligible for additional benefits.

The EDD will notify eligible individuals through mail and media outlets when Federal Extended Benefits become available.

Fed-ED

The Federal-State Extended Unemployment Compensation Act of 1970 established the extended benefits program known in California as Federal-State Extended Duration (Fed-ED). 50% of the program is funded by the federal government, and 50% is funded by the state of California.

When activated, the Fed-ED program provides additional weeks of compensation to individuals who have exhausted their regular UI claim. If a Fed-ED period is in effect, eligible claimants can receive up to 13 additional weeks of compensation.

The program is activated when the state’s Insured Unemployment Rate (IUR) meets certain criteria. Fed-ED is activated when the state’s IUR equals or exceeds 5% and is at least 120% higher than the average IUR for the same period in the two previous years, or when the state’s IUR is 6 percent or higher.

Eligibility for benefits under Fed-ED is more stringent than for regular UI claims. To qualify for a Fed-ED claim, a claimant must have earnings during the base period of their regular UI claim that exceed 40 times the weekly benefit amount. For example, if the regular UI claim amount is $90 a week, the claimant must have earned at least $3,601 in their base period to be eligible for a Fed-ED claim.

Fed-ED payments were no longer sent after September 11, 2021.

California Extended Duration (Cal-ED)

California operates its own extended benefits program, which is financed by the state’s unemployment insurance fund. This program, known as Cal-ED, functions similarly to the federal program, Fed-ED. Eligible California workers can receive up to half of their regular UI base claim. However, if you have already received the full amount of extended benefits through Fed-ED, they are not eligible to receive benefits under Cal-ED for the same base claim. Cal-ED benefits are currently not available.

Disaster Unemployment Assistance

The EDD provides services to people and businesses affected by disasters in California. If you lost your job or cannot work because of a disaster in California, you might be eligible for special unemployment benefits.

Disaster Unemployment Assistance can only be activated when the President of the United States grants authorization. Examples of natural disasters include hurricanes, tornados, storms, floods, earthquakes, drought, or forest fires.

DUA benefits may be available to those who have lost their job or workplace, are unable to reach their workplace, cannot work due to damage to their workplace, or have been injured as a result of the disaster. If the former head of household has died due to the disaster, an individual who has become the head of the household and is seeking work may also be eligible for DUA benefits.

Weekly DUA payments are computed in the same way as regular unemployment insurance (UI) payments, based on a base period of earnings as prescribed by state UI law. The base period for all DUA claimants is the most recently completed tax year prior to their last date worked, except for self-employed individuals who may use an alternate tax year.

The minimum weekly DUA payment is 50% of the average unemployment compensation amount in California during the quarter immediately preceding the date of the disaster.

COVID-19: Federal Unemployment Benefits

The CARES Act is a federal law passed in response to the COVID-19 pandemic that aimed to provide financial relief to individuals, businesses, and healthcare organizations. The law included measures such as direct payments to individuals and expanded unemployment benefits. The CARES Act was signed into law in March 2020.

In California, all federal unemployment benefit programs under the CARES Act ended on September 4, 2021.

Mixed Earner Unemployment Compensation (MEUC)

The MEUC program provided an additional $100 per week in unemployment benefits to claimants who earned self-employment income in the year before their claim. To be eligible, you must have been receiving regular UI benefits or extensions, and have earned at least $5,000 in net income from self-employment. Eligible recipients earned up to 36 weeks of benefits through September 4, 2021.

Pandemic Unemployment Assistance (PUA)

PUA provided federal assistance to unemployed individuals in California who did not qualify for regular unemployment insurance benefits. Between February 2, 2020 and September 4, 2021, eligible individuals received up to 86 weeks of benefits. The availability of benefits depended on the date of direct impact from COVID-19 and the filing date of the PUA claim.

To be eligible for PUA, individuals needed to have experienced business closure or a significant reduction in services due to the pandemic, and not be eligible for regular unemployment benefits. This included business owners, self-employed workers, independent contractors, those with limited work history, and individuals who had exhausted their regular UI benefits and any extended benefits.

Pandemic Emergency Unemployment Compensation (PEUC)

Pandemic Emergency Unemployment Compensation (PEUC) offered up to 53 additional weeks of payments for those who had exhausted all available unemployment benefits. The initial 13 weeks were available from March 29, 2020 to September 4, 2021.

An additional 11 weeks were available from December 27, 2020 to September 4, 2021. Once an individual had collected the first 24 weeks, they could receive an additional 29 weeks from March 14, 2021 to September 4, 2021. To be eligible for a PEUC extension, the regular UI claim must have started on July 8, 2018, or later.

For those who had run out of benefits within their benefit year, the PEUC extension was automatically filed on their regular unemployment claim. This program ended on September 4, 2021.

Pandemic Additional Compensation (PAC)

Pandemic Additional Compensation (PAC) was also known as Federal Pandemic Unemployment Compensation (FPUC).

From December 27, 2020 to September 4, 2021, PAC provided an additional $300 in federal unemployment compensation on top of the regular weekly benefit amount for eligible weeks of unemployment. There was no need for individuals to take any action as the federal unemployment compensation was automatically added to their benefits.

Between March 29 and July 25, 2020, an additional $600 in federal unemployment compensation was paid on top of the weekly benefit amount for eligible weeks of unemployment. It was considered taxable income and reported to the IRS.

Please note: All benefit programs under the CARES Act ended on September 4, 2021.

    My claim balance is exhausted this week. My claim remains for 5 more months. Are EUC being included in the federal coronavirus package? Will there be a state or federal extension of benefits to help with coronavirus emergency?
    Nobody is even conducting interviews, much less hiring. This is a very bad time to exhaust benefits.

  3. I noticed you say “The E.U.C. emergency unemployment compensation remains expired. No extension is available”. Isn’t filing for E.U.C. and filing for an extension two separate things? The way its worded implies E.U.C is the only option to extending ones benefits.

    My benefits started on 05/26/2019. Im supposed to have at least 12 months of benefits, correct???

  5. I have 5 weeks left on my claim summary. Contacted my employer earlier this week and and they said it might take over six months until I come back. How can I open/apply for an extension? Also, do I have to wait until my balance is $0 to start an extension?

    • We are on the same boat. I told edd the I still can’t get a job with all the companies I applied. I have 3 pay periods left until end of September. The only way EDD told me is to do go to school and I ask if they are going to help, they said no. I have a coworker that pays $650 for school and we get $450 every week, so nothing is really left for him to pay for housing and bills…I can’t go to school and pay tuition and I already have school loans that I’m paying up to now. So at the end of September I will call them again and see what will happen. For the meantime I will be going to the companies I applied and beg for a job. ?????

        I do not suggest school. Based of your current sentence structure you wouldn’t preform well ultimately failing and wasting time and money. You mentioned your co-worker pays $650 for school while getting paid $450. This is very confusing. If you have a co-worker, that means you currently have a job. Next, $650 for school quarters on average are 10 weeks long. Total income in 10 weeks $450 x 10 = $4,500. Now subtract schooling costs and consider housing $4,500 – $650 = $3,850 for housing on average $400 once every 4 weeks $3,850 – $1,000 = $2,850. I think you are imagining problems that do not exist. I also wonder how you pasted the math question to post a comment. You may want to consult your medical professional. Stress maybe causing your brain to over/under looking what’s really going on.

  6. I was on unemployment 2 months earlier in the year… got a job and worked 5 months and now unemployed again. I have 4 months left on my original claim. Should I reopen my claim and if I do… can I reapply for benefits once the 4 months are up? Since i worked all of the previous qualifying base periods including those recent 5 months? Or file for a new claim and reset my benefits for a full 6 months? I’m trying to get the most from my eligibility to unemployment benefits.

  8. I still have benefits available, but I was laid off about a week after I found out I was pregnant. Of course I’m actively looking for work but I’m 6 months and showing. I have not been able to get employed and my benefits will end the same week my son is born. Since I was laid off, that means I have to get employed before that time frame and then take time off to have him OR have him and immediately look for a sitter, work and pump at work? I know benefits are not extended but will they make an exception? Has anyone been in this situation?

    • This is ridiculous. I have been reading all of the questions on this forum. It appears there are a LOT of people still out of work after 26 weeks of unemployment compensation insurance. The government does not have an extension of benefits. However, if you notice many of them, myself included, have worked for years and years only to be laid off. In my opinion companies do not want to hire older workers this has been my difficulty in obtaining employment. It is very unfortunate that in this day and age, we are penalized as aging Americans that have worked hard all of our lives. FYI American Politicians, social security is NOT enough to live on in this insane economy so therefore there should either be a federal extension for unemployed older workers that are having difficulty obtaining employment after a specific age or increase the amount of social security to make it actually an amount that you can live on. My rent is more than social security pays and I have no job, no prospects, search and apply daily, interview but never get hired once they know my age via social media. I am well qualified for all positions I apply for. I am clean well dressed and very outgoing with a higher education. It is obvious that it is age related. This matter needs to get addressed ASAP since you will have many many aging people the next ten years that can not afford rent with the low amount social security pays and employers that only want to hire younger people.

        I am also over 50, and at this point the only option is to go back to school to freshen up on skills!!!

      • That is well said Cyntia! I am in the same boat. I have been submitting job applications for 5 months with no luck. I know it is age discrimination. I have tried to go to school to learn a new trade but they strung me along and gave me hope. Then the answer (3 months later) being No Funding. They should give us more time to find a job!! The company I worked for laid off 5 of us. We were all seniors! Hard to prove age discrimination but it is definitely there! Soon there will be lots of homeless elderly people living on the streets if something isn’t done to help us!
        I am a hard worker, efficient, and dependable. Why can’t employers give us a chance?

        • Yep It is rough out there, and no one seems to think there is a problem with ageism. Well they are wrong. I recently read a post by Indeed on face book on how it was a good idea to hire sr. employees, more reliable, experienced, yada, yada , yada. My reply to them, was please be sure to copy and email all of the people who post jobs on your website, how great we are. LOL- no I didn’t get a response back.

          There are 2 major things that really irk me: the so called jobs for Seniors – like I noted before, I don’t plan on walking a dog, serving fast food, or home health care. None of these : they are really all labor intensive . I still have the ability to use the computer, internet, job skills – my body wasn’t made for a labor intensive job, not now or ever. The 2nd thing is when they raised the social security to 66 ½ , 65 would be great for me. I cant afford to cash out at 62.

          So pardon me as I clear the air, while California gives it all away to the rest of the world, and forgets about its struggling seniors, No I am not destitude, But do I need to be ? this is my state. I have paid taxes, God knows we are paying it at the pump. There should be a program for those of us that are in between stages, LORD know there are programs for every other stage of life..

        • I am in the same exact position.. turning 59 in a few weeks and I lost my job 2 years ago because the idiot company I worked for cancelled my benefits while I was on an approved leave of absence to have a tumor removed. Because it took them almost 2 months to reinstate my benefits I had to start witht he pre authorization for the surgery all over again. On top of that I ended up with a post surgical bacterial infection that took months to heal. To wrap it up I lost my job because I was out of leave time and PTO.
          Now I can’t find a job.. and have been looking every day.. week and month since May of 2017.. I don’t get why the government wouldn’t take this into consideration and extend our benefits. Sadly I noticed that there was no site response to any of you when you talked about the fact that ageism is real.. no one wants to listen.. feels like no one cares.. I live in CA and we take care of all our illegal friends gladly.. but me.. I get to rot in hell I guess.. Keep on trying and Praying that things will get better.. somehow.. sorry you’re all going through the same thing..

        I am in the same boat as you, not collecting any social security as of yet, only 61 yr young. However I can’t find a job . There seems to be a program out there for just about everyone expect us.. Well with the exception of the sr. programs to learn to be a caregiver, walk a dog , or serve fast food.. Some of us still have our talents we used on the job, and would like to continue to do so, for a fair hourly wage. I could surely surely use an extension, while I continue to search for the next under paying job, that should at least use some of my talents.

        • Ageism in the workplace is definitely a real thing and they should have extended benefits beyond the 6 month limit. We had it 4 yrs ago under Obama and it should have been one of the few policies that carried over into the new federal government but they cut it for every state, not just California. California can’t reinstate the program because the federal government cancelled it and only they can bring it back.

  9. If I decide to get skills training (for ex. massage therapy License) during my claim period (26 weeks) and training goes past 26 weeks, can I keep getting benefits while I’m in training? And if so, how can I make this happen?

    • It is difficult. I have exhausted my unemployment benefits and have applied for over 137 jobs. And not one prospect .
      I believe age has a lot to do with it.
      But here we are stuck with no benefits, no extensions and no job. So what do we do next?

    • I filed for unemployment 5/2/18 in CA. I received 26 weeks of benefits. The end of Nov 2018, I was hired literally right after my EDD benefits ran out. Things were looking good career wise. Sadly, a few days ago the company let me at no fault of my own. I log into the EDD site and there is no option to re file for benefits. Do I have to wait till May even though I did return to work and bad luck struck again and I am now unemployed once again all within 1 year? Thanks

      • Yep. Unfortunately, you only get 26 weeks of benefits for every YEAR, starting the day you put in your claim. When you run out on week 27, you’re SOL for the rest of the year.

  12. I have six months or so still left in my eligible year after my current benefits amount runs out. I went to court and was able to prove I was wrongfully terminated, can I open another claim after this one runs out? Like I said I’ll still have 6 or so months after my first claim is paid out.

    • I was in a similar situation, and they only approved me for six months. I am trying like crazy to get a job, but they have changed the system to computers. A live HR rep doesn’t even see the application or resume! A computer does it, and it is designed to only pick up key words. So, on average a computer receives 100 resumes, and only picks 20, then it sends those a HR rep. who makes a decision from there on who they will interview, possibly 3 or 4. (per company) You’d have better luck playing the lottery than get a job now days. Oh and by the way, the job market has improved, but they don’t tell you that the computer system’s that you send your resume, and application’s too have improved too. So, the computer can be picky, you just don’t know if your resume, and application will even be seen, let alone an interview.

  14. I need an extension. The type of work I do involves working with particular hospitals on PCH that were lost in the fires or are rebuilding. I call and the phone hangs up as others have noted so please don’t tell me to call. I try online and it says to reapply in June. My question is are there ANY exceptions for those of us affected by the CALIFORNIA WILDFIRES so we can survive?!?

    • Apparently there is No way to file an extension. You can go to the web site and get no where, you can call the dam number listed nobody answers it. Meanwhile we go hungry and homeless. Ive worked past 20 years at the same company and can only file once a year so for 6 months you will have zero income until you can file again. It’s BS

The job market in our current society makes it extremely difficult to find a job and although I have been searching and interviewing for all six months of my initial UI Claim, I have not gotten anything yet. Am I just supposed to become homeless now when my UI runs out because California decided to discontinue the EUC?!?! Bullshit!

        • Dude, you have got to be kidding. We currently have the lowest unemployment rate since 1969. There have never been more jobs available than there is today. The economy is booming. That is why there are no extentions.

  17. Is there a direct phone number to talk to a person about UI claims other than the one listed on their website 1-800-300-5616? This number never connects to a person and only lets you go through a 5 minute automated prompt only to tell you that “representatives are all busy, please call back, goodbye.” Talk about a s$&* system that is outdated to 1995 standards. I have worked for 12+ straight years, paid my taxes, and the least the gov’t can do is hire some minimum wage reps answering the phones!

  18. I apologize if this was asked and answered. I CA unemployment for the first half of the year (Jan 2017 through June 2017). Those benefits ran out and I found work in Aug 2017. I was terminated, literally over night. I’ve been unable to reset my password online and will try to go in person tomorrow. Question is, would this qualify as a new claim and would I be able to receive benefits for 2017? Was homeless and everything started looking up, now this. Any feedback would be appreciated!!!

  24. i applied for unemployment on march 2016 they only pay me until august 2016 i haven’t work for the last year they told me that i can reapply when the year is done its that true?

      • This is in response to Sam’s reply to Oscar – Oscar asked if he can “reapply” after 12 months. He didn’t say he wanted an extension (or he probably would have asked the question last August!) I just read that you can REAPPLY – not extend – UI, contingent upon whether or not you qualify, but you have to wait 12 months from the date you apply (not from when benefits stop). I think it also depends on the state where you live. [Almost every reply by Sam and Martin is the same – you sound like broken records. The people asking questions have real concerns. “Please inquire with the labor authorities (or Unemployment Office) in your state” isn’t very reassuring, not to mention that some state websites are NOT user-friendly and it’s difficult to locate a number to call where they might actually receive help. I’m just saying….food for thought.]

          Thank you for the feedback. Much appreciated. Some of the statements we use are standardized and hence they sound like “Broken Records” :)

          Each state has its own formulation and framework when it comes to administering the Unemployment Insurance system. It will be very difficult for us to point out precise answers in some cases. Hence, we always redirect visitors to also talk to the Unemployment Office so that they get precise answers which help them decide further.

  25. can somebody post a link to welfare or phone number? I just applied for Foodstamps because unemployment ran out. I have basically begged people to hire me. I also applied to what seems like thousands of jobs. I want to work and have always worked long term. 3 kids no money no job and a house note to pay.

      I can understand your situation. Benefits are provided by multiple agencies in your state.

      Please explore an appropriate one by searching online.

  26. Well, looks like there is only i e other choice for those of is who cant find a new job. Head on down to the local welfare office where you will definitely qualify for cash aid, medical benefits and good stamps. I know I will qualify once my last edd check comes in, because I went down to apply two weeks ago because I needed to go to the Dr.. Still haven’t heard anything about medical but I did qualify for good stamps….$16 per month worth. But Dec had to be prorated and was under $10. So they couldn’t give me anything 91st all for dec. My weekly checks from unemployment are $316. After taxes they are $284 per week. And the federal gov says I make too much. I’ve worked my whole life, since I was 15 1/2 yes old, and only claimed unemployment one time.
    No wonder so many people are on welfare and good stamps. If they added those numbers to the unemployment rates then they might have a better picture of what its really like for those of us who really want to work. Hell, I would ‘make’ more money on gov assistance than I would actually getting a real job. And I’d be able to get even more handouts because Id be on welfare!!! Like the free Obama phone, free bus passes and free obamaCare.

    And they wonder why the world is all screwed up!!!

  27. My wife was laid off from Qualcom Nov/2015. She started collecting her unemployment in /February 2016 and she received her 6 months of benefits. She did a online class while she was looking for work. She has not received any unemployment money since Sept/2016. Is she entailed to an extension in unemployment payments.

    I am seeing a trend of people unable to pay for their existence on this planet due to the fact that there truly is no freedom to exist here unless you are paying into the system, or have done so in the recent past(25weeks) in some way or other, or have been born into an incredibly wealthy family.
    Does this not look like slavery? Has America become a smoldering hell pit of humans feeding off (the labor) other humans?
    I am facing a similar dilemma as all the others I’ve read about here. I even went and ran up $30,000.00 in student loans in order to be more competitive and not have to worry about finances. Ha, but now I am not only stressed about daily survival and such, but the looming shadow of my student loans!
    Yeah, I think we’re all in Hell… short of paper marked “In God We Trust”.
    More like, “In Golf We Trust”! Cause that’s where the owners of all these jobs are…playing golf.

  30. Even though I was awarded benefits for a full year, I just learned my benefits ended which was a shock. I called to find out why and was told: Even though benefits are awarded for a year, when you reach the maximum money benefit you’re done…the money is to last you the whole year. Would have been helpful if that was clearly explained in the beginning to plan accordingly. Was also told the federal government stopped extended benefits in 2013. Lee

  31. My claim balance just hit zero. I am aware that the extension is expired but considering how meager my claim balance was to begin with & being certain that I have accrued more unemployment funds from previous jobs – why is there not more money in my account?

  32. My unemployment benefits will be out by 12/3/16. I am 75 years old and need to work at least some. I am an RN and have not been able to find employment thus far. My EED requirements state I need to be able and available…I do not HAVE to look for work. I have been looking anyway as fully retiring does not seem to be a possibility. We are looking to downsize but that takes time. Was hoping for an extension as this would be very helpful.

  33. I lost my job of 8 years in December 2015. I found a new job in April of 2016. I was laid off from the new job in August of 2016. I am nearing the end of funds my original claim. Can I reapply for Unemployment insurance again after the initial claim has ended?

  34. I filed for a claim in April of this year (2016). On my UI online account it says I have a benefit year from April 16 – April 17, but I’m receiving my final benefit claim this week. Is there anyway I can get an extension? I’ve was with that previous company for 3 years. I’ve been looking for jobs like crazy and haven’t had any luck at all.

  36. why aren’t they available when the IUR rates in California are currently at 5.5% ? Isn’t that a percentage rate that activates the Federal-State Extended Duration benefits? I am currently pregnant and also having a hard time getting hired by employers. My benefits will be over in 3-4 weeks. Please help.
