If you are currently unemployed, you may be eligible for Oregon unemployment benefits. These benefits can provide financial assistance while you search for a new job. However, there are specific eligibility requirements that you must meet in order to qualify for unemployment insurance in the state of Oregon.

Monetary Eligibility Requirements

To meet the requirements for Oregon unemployment insurance, you must meet certain monetary requirements.

You must have earned a minimum of $1,000 in wages during the base year, in addition to having total base year wages that are at least one and a half times the amount earned in the highest quarter of the base year.

If you didn’t earn $1,000 during your base year, you might still qualify if you worked a minimum of 500 hours during the base year and received wages during that time.

What is a base year?

The base year is a one-year period used to calculate your eligibility for unemployment benefits. It consists of the first four of the last five completed quarters and is determined based on the date you file your claim application, rather than the date you became unemployed.

What is a calendar quarter?

Calendar quarters are the three-month periods ending on March 31, June 30, September 30, or December 31. Your earnings in these quarters determine your eligibility for unemployment insurance and are also used to calculate your weekly UI benefit.

Non-Monetary requirements

In addition to meeting monetary requirements, several non-monetary requirements must be met to qualify for unemployment benefits.

To be eligible for Oregon unemployment compensation, you must:

  • Be unemployed through no fault of your own
  • Be physically and mentally able to work
  • Be available and actively seeking work
  • Be a United States citizen or be authorized to work in the state of Oregon

Job Separation

In Oregon, you must be out of work through no fault of your own to be eligible for benefits. However, if you resign from your job or were dismissed, you may still qualify for benefits. Losing your job due to quitting or being fired does not immediately disqualify you from collecting UI benefits.

Below are the descriptions of different types of work separations:

Lack of work – You were laid off by your employer as there was no work available for you to perform. This could be due to business closure, staff reduction, a holiday, or a temporary/maintenance shutdown.

Leave of absence – Your employer granted you time off from work, such as maternity leave, medical leave, or leave for personal reasons. If you are on a leave of absence from your employer, your work separation does not qualify as a lack of work.

Voluntary separation

If you choose to end the employment relationship while your employer still has work available, you have voluntarily left work. This includes quitting your job for another job.

Involuntary discharge (fired)

If you were fired by your employer, you must report this on your Oregon unemployment application and explain the situation.

You must report the reason for the job separation. Reporting the wrong type of work separation can result in overpayment and penalties, and may be considered Oregon unemployment fraud.

Paid Leave Oregon

Some reasons for not working may be covered under the Paid Leave Oregon program. If eligible, you can take up to 12 weeks of paid leave for a life event. Qualifying life events include the birth or adoption of a child, serious medical issues, and cases of domestic violence, sexual assault, or stalking/harassment.

Ongoing Eligibility Requirements

Once your initial claim is approved, you are entitled to receive regular UI benefits for up to 26 weeks. Currently, there are no extended benefits in Oregon, as CARES Act programs like Pandemic Emergency Unemployment Compensation (PEUC) and Pandemic Unemployment Assistance (PUA) expired in 2021.

Before you can collect your weekly UI benefit, you must meet certain ongoing eligibility requirements.

Each week, you must:

  • Be physically and mentally able to work
  • Be available for work
  • Actively seeking work
  • Register for work with your WorkSource Oregon unemployment office and the iMatchSkills system
  • Perform 5 work search activities each week
  • File your weekly claim, which includes:
    • Reporting any school attendance or training
    • Reporting any self-employment activities
    • Reporting any change of address or phone number
    • Reporting any refusal of job offers or referrals
    • Reporting any earned income

To be considered available, you must be willing to accept full-time, part-time, or temporary work. You must also be willing and able to commute a reasonable distance and work the normal hours for the type of work you’re seeking.

When it comes to wages, the state of Oregon requires you to accept a job offer if it pays a normal wage for that type of work.

You must report any job offers that you refuse, even if they were not suitable job offers.

If you’re not available for work due to illness, injury, incarceration, school attendance, self-employment, or loss of childcare or transportation, you’re required to report this to avoid any issues with your benefits.

Work search requirement

To receive benefits, you must complete the Oregon UI work search requirements.

The OED asks that you perform at least 5 approved work search activities each week. Two of these activities must involve direct contact with employers, which can be done in person, by phone, by mail, or online. Approved work search activities include attending job placement meetings or workshops, networking, updating your resume, and making direct contact with employers about jobs.

WorkSource Oregon Registration

After completing your claim application, you are required to register for work in the iMatchSkills system and complete enrollment activities at your local unemployment office. However, you may be exempt from this requirement if you were temporarily laid off or are a member of a union. If you don’t have internet access, you can register in person at your local WorkSource Center.

iMatchSkills is Oregon’s online system to search for job opportunities. The system contains a large pool of qualified and job-ready candidates that you can match with your skills and desired occupations.

Why was I denied benefits?

There are several reasons why you may be disqualified from Oregon’s unemployment insurance program.

  • Being unable to work: If you are unable to work due to a physical or mental disability, you may be eligible for disability benefits or vocational rehabilitation services.
  • Being fired from a job: If you were fired from a job, you may not be eligible for unemployment insurance benefits if you were terminated for cause.
  • Being self-employed: If you are self-employed, you may not be eligible for traditional unemployment benefits, but you may be eligible for other types of support, such as business loans or tax credits.
  • Being out of the labor market: If you are not actively seeking work or are not available for work, you may not be eligible for unemployment benefits.
  • Failing to complete a full iMatchSkills registration: If you fail to complete this registration, you may not be able to access certain job search resources or training programs.
  • Failing to complete enrollment activities: If you fail to complete required activities through your local WorkSource Oregon center, you may not be eligible for certain job search or training programs.
  • Failing to participate in the Reemployment and Eligibility Assessment interview: If you fail to participate in this interview, you may have your unemployment benefits suspended until you comply with this requirement.
  • Missing an opportunity to work: If you turn down a job offer or fail to show up for an interview, you may have your eligibility for unemployment benefits affected.
  • Turning down a job: If you turn down a job offer, you may have your eligibility for unemployment benefits affected.
  • Attending school: If you are currently attending school, you may have limited availability for work, but you may still be eligible for certain types of employment or job training programs.
  • Being incarcerated: If you are currently incarcerated, you may have limited job opportunities due to your criminal record and may not be able to work while serving your sentence.
  • Receiving retirement pay: If you are receiving retirement pay, you may have your eligibility for unemployment benefits affected.

School or Training

Attending school or job training may affect your availability for work, so it’s important to report any such attendance to the UI Center. This includes unpaid training required by an employer. Failure to report school attendance or training could result in an overpayment and penalties.

Starting a business

If you are involved in self-employment, it could affect your availability for work, so it’s important to report any such activities to the UI Center, even if you didn’t earn any income from your self-employment.

Claim audits

Each week, claims are randomly selected for audits. During these audits, auditors carefully review everything that may affect your eligibility, including your work search, base year wages, the reason for job separation, school attendance, incarceration, and any earnings you may have had during the weeks claimed.

There can be consequences if your benefits are denied due to work separation, failure to apply for jobs, or refusal of a job offer. Your maximum benefit amount may be reduced by up to eight times your weekly benefit amount, and your benefits will be denied until you have worked and received payment of at least four times your weekly benefit amount in subject employment.

If your benefits are denied due to reasons such as school attendance, incarceration, sick leave, or hospitalization, the denial will last until the conditions that caused the denial no longer exist.

If benefits were previously paid for any week covered by a denying decision, you are required to repay any overpaid amount along with any associated penalties or fees.

Appeals

If your unemployment benefits in Oregon are denied, it’s important to take action immediately. You have the right to file an appeal within 20 days from the date the notification was mailed.

When filing an appeal, you must provide information about why you believe the determination was incorrect, and any supporting documentation. You can present your case to an Administrative Law Judge and petition to have the decision overturned. During the appeal process, be sure to keep filing your weekly claim. If you don’t keep filing each week, you may lose back pay if you end up winning your appeal.

  1. I was employed for 6+years and have been commuting over 60miles / day. I will admit, that being a single mom of 3 is quite challenging *especially getting them to school in the morning. And I also had a medical issue that required surgery.. used short term disability. I was late too many times (though you would think the countless amount of times I voluntarily stay late would mean something). During my “termination” discussion, my supervisor told me that I would be able to receive unemployment benefits until i was able to find another job closer to my home. Is this true?

    • Hi, Jerry – it’s hard to give an answer without understanding all the details of your situation, and particularly how your employer defines your work separation. The key eligibility factor with unemployment benefits is that you lose your job through no fault of your own. If your employer lists your separation as a layoff or reduction in force, for example, you’re likely to be eligible as long as you meet the other criteria for Oregon unemployment. You should reach out to someone in the Oregon unemployment office to discuss the specifics of your case. If you have any documentation from your former employer that outlines the terms of your separation, that also can be very helpful.

  2. Do Tribal employers on a federally recognized Indian Reservation pay Unemployment Taxes for non-Tribal workers? Are such workers (non-Tribal employed by Tribal business, otherwise located within the boundaries of the state of Oregon) eligible for Oregon unemployment benefits? Note: the employee live in Oregon, off-reservation.

  3. I am considering quitting my job, one I have held for a year and a half. I am thinking about quitting due to a toxic work environment, and my manager’s dishonesty. My manager, after requesting a specific set of hours, switched up my schedule each month, varying my hours between 12-20, below the 20-25 I requested. This has occurred every month for a majority of the year. I believe this is some sort of retaliation, though I cannot be sure. I have also experienced being berated in front of customers, and being treated as though I were a child. Unfortunately, going to the store’s owner, or HR is not an option. This is a family-run company, with three brothers being in charge, and bringing up any concerns will just result in more retaliation. Is there any way I can quit and receive unemployment? Or do I even have a case?

      You can be eligible to claim UI benefits under hostile working conditions. However, you should be able to prove your stance in case of a dispute. I suggest you call the Unemployment Office before deciding.

  4. I was a contract graphic designer at a corporation that hired me through a recruiting agency. The corporation ended my contract two months early due to financial hardships. My contract was an ‘at will’ type (which means that either party can end it at any time for any reason) – so will I still qualify for unemployment benefits due to the early layoff?

      “Contract” workers do not generally qualify to claim UI benefits since employers’ do not remit Unemployment Taxes. Please check with your employer.

I am quitting my job as a Maintenance Technician in the fuel storage terminal business after 29 years of service due to the high demand of physical activity and I am no longer able to preform all my job requirements due to health conditions of foot neuropathy, emphysema and neck, back and knee injuries. I need to seek new work in a less physical requirement field. Will I be eligible to receive unemployment benefits while not working?

  6. After being fired I applied for benefits. When I was let go, my employer really didn’t give me a good reason. I later found out, from the adjudicator, that my boss thought I was snarky. Can I be denied UI because my boss thought I was sarcastic?

  7. I accepted a job in car sales after being assured that the dealership had “substantial” daily customer visitations and income potential. It turned out the dealership had a very low customer visit rate, and they had hired too many sales staff. Despite working hard I made no more than minimum wage. I felt the company had exaggerated the pay potential when I joined, so I quit after six months. Can a case be made for UI?

  8. I have an employer who doesn’t really follow the law on breaks and lunches. I know if I complain they will terminate e based on what others have said. However they let you take your breaks later in the day, but the bksss doesn’t always notice you missed lunch and breaks and gets on me for being on my phone at a later time.

    The problem is that the boss doesn’t co front me at the time he sees me and asks me why I’m there, then. Instead he writes it down and brings it up weeks later.

    If terminated for this can I receive benifits?

Today I received both a changed job description, twice the amount of work than previously along with a warning letter, for me, I feel harrassed and that I was put in a loosing situation, I know that I cannot do this increased amount of work. Plus they do not pay overtime, but want you to take comp time instead. If I quite because, I am feeling harrasssed, can I collect UI? I am currently doing the work of three people, who were laid off just before I came, now the boss wants more, it is a male dominated agency, I am female. sigh, I don’t know what to do. There is not time to look for another job with this job, I am also going to college full time.

      Please tread carefully. If you have sufficient proof to showcase in case of a dispute, you can quit and claim UI benefits until you find employment.

  10. My supervisor accepted my resignation with the stipulation that I could detract it contingent upon me finding employment and place to live in central Oregon. Well, my employment and housing fell through and my supervisor refused to let me detract my resignation (even though we made an agreement). So, this appears to be involuntary termination?

  11. My employer changed my job description by adding a major responsibility and changing the qualifications to match my qualuficayion; I’m over qualified. They would not change my title or increase my wage despite showing them the original job description I accepted. For the last two years, my fulltime supervisor has been flexible with my school schedule and told me she would make it work during my internship, which I believe they did because they would not compensate me for the job description change they made. It feels like a bait and switch. I stayed on based on the flex schedule information, which was verbally communicated. I will be going into internship soon and she recently told me they would no longer let me flex my schedule after this term. I stayed in this job because of the flex schedule. It’s a well known fact that my supervisor is not easy to get along with. Honestly, I feel lied to since I would have left the job if I had known this was all going to happen.

  12. I am suffering with a long bout of anemia and the Doctors are still trying to find cause. I am paid by the job and lost over half if my work last month due to time out. My question is two fold. One, Am am I eligible to claim list production from last month. Two if I loose the ability to do my work in the future am I eligible for benefits. I have been with my employer for 15 plus years doing pest control . Its very demanding and im worried I wont be able to keep up this summer.

  16. I recently left a job of two years. It started well and management was fantastic, but medical problems (that’s I’ve had throughout my entire adult life) forced me to miss a lot of days due to the unpredictability of my condition. I began to hear co-workers talking about me, about my health, saying that I was faking everything just to miss work despite the fact that I was always looking for more hours. They’d never say anything to my face, but a lot of times it seemed to be conveniently within earshot. It was a circle of depression every day I had to go to work: Wake up, dread having to go in, hear people talk behind my bad, feel even worse about it. Management couldn’t really do anything since the other employees were never “being specific.” Is this just another example of “suck it up, at least you’re not starving in Africa?”

  17. I work 40 hours per week. If my employer has to cut my hours to 20 hours per week due to lack of work am I eligible for unemployment? They also offered to have me work for 2, 40 hour weeks, then not work any hours for 2 weeks. Then come back and work 40 hours for 2 weeks and then not work any hours for 2 weeks, to be repeated until work picks up again. Would I be eligible for unemployment under these conditions?   18. I work on the road 90% of the time fixing machines and equipment. I have been stranded twice in cities with no money on the company credit card for hotel, gas, food. Tried to call my boss and coworkers did as well and boss wouldn’t answer. It wasn’t til my wife called (he didn’t know her number) that he answered. This was at 10pm. By the time he got everything squared away it’s 2am and I had to be at my next job by 6:30am. So no sleep pretty much. Then the next day I got hurt moving a 500 pound machine into place and now my boss is harassing me stating he’s calling bs I got hurt because it happened the day after the credit card incident. I’m now on workmans comp for the injury but they have since come and picked up my work van, equipment, and keys to the shop. Also demanding me to come in the day of my drs appointment when I haven’t been released back to work yet and the workmans comp division says I have a 14 days grace period from my last drs release for the follow up dr to backdate. Can I quit for good cause based on the past and current events and seek employment somewhere else once released from workmans comp? Also the boss continues to degrade me and call me names when I don’t know how to fix a machine. Normally they train people for 6-12 months with someone before they are on their own but I was on my own within 2 months because people were quitting and they were short staffed.

I was terminated when my boss read an email I sent to client stating our commission structure would improve later this year as it is lower than competition and client struggling to do business with us. No details, just wanted to reassure client that things would get better. We are not announcing this to all clients for a few more months.My boss had started trolling through emails without our knowledge – this has never been a usual occurrance but we were bought by another company. I don’t dispute that I communicated this but it doesn’t seem to rise to any level of harm to the business as no details were shared – which I didn’t even have. Would this termination reason exclude me from unemployment benefits?

  20. I accepted a new position less than three months ago. Since that time the position has changes several times and is no longer a good fit. Can I apply for unemployment if the employeer agrees as well?

  26. I currently work full time (4 years). I have been dealing with a hostile person who tends to decide he is going to make make my life miserable at work periodically by doing things like acting super nice and talkative to others and ignoring or snapping at me isolating, talking over me or ignoring me in group situations. I have approached this problem 2x with management and the owner. Each time they have been very concerned and I have agreed to stay if the offending person apologize changed his ways. Each time this has lasted for a few moths.
    It has begun again. I really don’t want to go through this again with owner and stuff. I really just want to leave. I can get employment elsewhere pretty quick it’s just not full time and it is a large pay cut. Can I quit and take that job and collect UI to help me while I try to get work to fill in the gaps?

  27. I work for a non profit organization and have been there for over 11 years new management came in a year ago and I feel I am being bullied into quitting. My boss makes me miserable everyday. I really want to quit but can’t live without some kind of exams to live. Can I get unemployment

  31. My wife left a job in another state to come to Oregon for a new job. She has worked here for six months, and may be let go because she doesn’t meet their training standards. If she is let go will she be able to get UI until she finds a new job.

    • Contracted employees are generally not eligible. Please ask your employer if they pay the relevant taxes on behalf of you.

      Some states allow provision of both UI and SSI. You can inquire further with the Unemployment Office in your state.

  33. Employee only works 2 days a week because he’s a full time student. We had to hire someone else to fill the position, so we no longer have a need for him. We told him him could work through the end of the month then let him go. Will this employee receive benefits?

    • If you lay him off and his separation is due to involuntary reasons, he can be eligible.

      There are multiple eligibility checks his application needs to pass through before he is deemed eligible.

  34. I’ve been denied benefits because I was a full time student this past year except the last 9 months. My hours working is 480 and my earning for other quarters was les than the minimum amount required.This was because I was a full-time student. Can I appeal to get unemployment because I was unexpectedly laid off with no definite return date.I’m actively looking for work because I cannot pay rent or even buy food at this point. My question is can I appeal and get benefits in Any way.

    • Well, you need to have active employment in the last 4-5 calendar quarters to be eligible.

  35. I worked for my employer for almost 2 years.
    I’ve always exceeded at my job and loved it.
    A week ago my boss and his wife came into the store I was working at and out of nowhere his wife started verbally harassing and cursing at me while my boss just stood there and said nothing! Her and I got into a huge argument and she personally attacked me. I did absolutely nothing wrong to deserve what she did.
    After she left I was clearly very upset and asked my boss what that was about and he said nothing!!! I ended up quitting. Later that day I was so distraught by what had happened I wasn’t feeling well and went to the local urgent care where I found out my blood pressure was
    189/140!! I am now under the supervision of my doctor and have to be on medication for high blood pressure. I have actively been looking for another job but was wondering if I qualify for Unemployment benefits until I find one

  36. I worked for Holiday Corp for 8 yrs in Florida . I had an attitude problem so says my boss that effectively resulted in my having to retire. This was a choice given to me so that I could possibly work somewhere else for the company rather than getting fired . I am sure if I let them fire me I would be able to receive benefits but not thinking things though I ( retired). I’ve since moved to Oregon and have lived here 6 months and am still unemployed although I’ve pursued many avenue of employment. Recently our board of directors has partially suspended activity for an unknown period of time resulting in myself and all but two of the employees left sitting in limbo. We are not scheduled for work nor do we have any idea when we will be able to return despite the fact that we were directly told that we are not being fired. Would we be eligible for UI even though we are all technically still employed there?

  39. I was recently widowed and have found that I can no longer afford to support myself here in Oregon. I am considering relocating to Indiana to roommate with a friend of mine. It is much less expensive there. Of course I will have to quit my job here & search for a job when I get there. Would I be eligible for unemployment benefits? Thank you.

I work for a nonprofit, due to budget cuts I was left with the option to accept a position in another area (25 miles away from my original location)with a different job description (not provided just an oral description) or to be laid off; and a decision to be made in 20 minutes. I said yes, but the commute cost is higher than expected, work load is completely different and there is not a proper training. May I qualify?

    • Depends. Please check with your employer if they pay unemployment taxes on behalf of you.

      Also, if a person quits citing personal reasons, they may not qualify.

  41. I was terminated w/o a stated reason after 24 plus years of employment. I have some part time work I do nightly. Can I potentially receive UI benefits until finding a position to replace my lost wages?

  42. I am a foreman for a business were I had almost no training , feel that myself and other co workers are belittled, unsafe work equipment in my opinion not OSEA approved. All employees there constantly complain of our employeers lack of caring of them or the equipment we use……. My question is if a person were to quit a job what are or where can they find information to quit this job yet still be eligible for UI Benefits, so they can have income to look for a better job and work environment

  43. I am a commercial pilot, employed in the state of Oregon for over 7 years, but have always lived outside the state. I am thinking of starting a family, but the contracts available with the company I work for will not accept a pregnant pilot. I would still be able to work, however finding employment while pregnant would be nearly impossible as a pilot, and it would also perhaps preclude the FMLA as I wouldn’t be eligible if I were a new employee or in the case that I actually find work and it were with a small operation.
    I’m sure I could conceal, with risks, a pregnancy for at least the first 4 months and perhaps longer. But still, it would put me outside the OFLA for up to 36 weeks of leave. I’m assuming I can procure short term disability but I am not sure for how long, and I don’t know if long term disability would apply in this case, or if I could even collect disability because I could still perform other jobs, even though it is not in my career that I have had for over 11 years.
    This actually happened last year for a number of months, as I was pregnant. The company “ran out of work” for me and I was put on “on call” status (not fired or laid off, but given no opportunity to work) and my health insurance was cancelled because I wasn’t working to pay for it. I’m concerned about the vulnerable place this puts me in and I would like to be fully informed if this were to happen again.

    1) Would I be eligible for unemployment if no work was made available to me by my present employer due to a pregnancy?

    2) How long would this unemployment last? Would I be required to take any job that was offered to me, even if it would disqualify me from FMLA and OFLA?

    3) Do you have any recommendations?

I am confused as to the involuntary portion of it – I did not nor would not voluntarily leave my job; I was and would be forced to if I were found in this situation again. They do not allow pregnant women in my position. Wouldn’t this qualify as an involuntary separation? Thank you for clarifying.

  44. unemployed for 2 reasons, medical issues caused me not to be able to do my job like I used to, and relocation due to husband gaining better position. I did voluntarily resign though. Would I qualify?

  45. My total base hours are short at 498. 500 hours are needed for eligibility. How can I make sure all numbers were reported properly and why do they tell you to claim everything if they only count Employers that pay into UI

  47. I was fired today. I have an app that records calls. In my state this is legal. My supervisor said that “Yeah, I know it was not your fault but the client was mad so they had to let you go”. Can I qualify?
