Am I eligible for unemployment if they are phasing out my current position but offering me another postion I don't want?

I am losing my current postion to hire someone who is licensed in my field. My employer is offering me another postion (at the same pay rate) but it is a step down on the org. chart and I am not wanting to take a step back in my career. Am I eligible for unemployment?

Generally, if you quit on your own you will not be eligible for the benefits but still it is better to start searching for a better job with the experience you have got...
