why is it my question can not be answered

Why is it that no anwers are ever made on any question that has to do with if i quit my job do to hours decreased ever answered?

Usually if you quit your job you will be ineligible, though there are circumstances under which you will be approved. The very first week they reduce your hours, open a claim. If you have already quit, try applying anyway. If found ineligible, you will need to earn 6x the weekly benefit rate in order to purge the disqualficaton.
