<description>As with all questions concerning eligibility, the final answer comes from the unemployment office. Generally if you are self employed you can't collect either because you have nit paid into it or because you are not available to look for or accept work. There is no penalty for applying and it seems you would need to explain your circumstances further. Just give the best answers you can and let them decide. It is in your best interest to avoid collecting money you are not entitled to - so ask questions too if need be.</description>
