Minnesota Unemployment Extension

Unemployment Insurance is a state-federal program that provides cash benefits to eligible workers who are currently unemployed through no fault of their own. Each state administers a separate unemployment insurance program, but all states need to follow the guidelines established by federal law. In Minnesota, an unemployed individual could be entitled for the regular benefits and emergency unemployment compensation depending on the eligibility.

The federal unemployment extension program is called Emergency Unemployment Compensation, 2008 (Also known as EUC08). EUC is a 100% federally funded program that provides benefits to individuals who have exhausted regular state benefits. The EUC program was created on June 30, 2008 and has been modified several times. It was modified recently on January 1st, 2013, Congress passed and the President signed a bill that moves the end date of EUC to December, 2013.

The EUC for each state depends on its unemployment rate. Eligibility for EUC is determined by federal law. This means you will have to apply to determine your eligibility once you exhaust all your regular benefits.

For applicants currently receiving EUC benefits:
  • If you still have a balance remaining on your EUC account, adjustment will be made so you can continue to request and receive EUC benefits.
  • You will be able to continue to request EUC benefits each week on your regular schedule.
  • The bill DID NOT increase the number of weeks of benefits for which you are eligible.
  • You must continue to make an intensive work search each week to be eligible for EUC benefits which will be monitored.

For applicants receiving Regular State Unemployment Insurance (UI) benefits:

  • If you exhaust your Regular State UI benefits, you will be able to apply for EUC.
  • There will be up to 14 weeks of EUC available if you exhaust your Regular State UI benefits.
  • This means only Tier 1 benefits are available in Minnesota.

For applicants who have already exhausted EUC benefits:

  • The bill did not add any additional EUC benefits.
  • If you have worked since last applying for Regular State UI benefits, you may be able to establish a new Regular UI account. Log in to your account and look for the Apply link in the upper left corner of your home page.

Extended Benefits (EB) – Program Ended

Under federal law, as of 2019, EUC benefits are no longer available.

Extensions for collecting UI payments are in effect only during periods of high unemployment and only if the state or federal government take specific action to provide extended benefits.
