Will I be able to collect benefits with or without being penalized if I quit after 35 years at the same job? The working conditions have become such that I no longer wish to work for that company.

You may be approved if you quit for a compelling reason. The unemployment office makes that decision.  Document and be able to explain the problem from your view.  If approved there is no penalty.  If you quit and not approved you may have to have a specific amount of earnings from another job before you will be approved.
