Can I file while caring for an ill parent

Will I be able to file a claim due to our plan for STD and LTD only covers if I am the injured party. I have to care for an ill parent and meet the threshold for FMLA but no payable time.

You may be found eligible if the reason is compelling and no reasonable alternative exists. You can call your local unemployment office - they make the final decision. Do your best to preserve the employment relationship.
