I lived and worked in Texas until June 2013. I accepted a job in Grand Rapids and began July 8, 2013. My job is being phased out no fault of my own- am I able to unemployment benefits?

Yes, you qualify for benefits based on what you have said.  If your hours are reduced, call your local unemployment office to initiate a claim.
