I have been furloughed from my present job because of government shutdown. I am recieving va military retirement benifits. Does that affect my being able to file for unemployment while I am furloughed?

Any time your work is reduced you are eligible for unemployment.  The other items you mentioned affect whether you qualify to receive the benefits during your claim and how much.  Your retirement benefits will be considered and may or may not cause an adjustment to the amount you actually receive.  With this shutdown / furlough you will be able to qualify to collect whatever benefit amount is determined.  In cases where you are furloughed for a day here and there, you are still eligible but you may not qualify to receive benefits for a particular week if you earn too much during that week.
