I am only 4 months into my Unemployment claim and suddenly I could no longer do my weekly certification. I called into customer service and they say that, despite having and open and active claim and money still in my "account", that I wouldn't be able to receive any money because Congress needs to pass a law releasing funds. I understand that for extensions but I am not on an extension. No one at customer service is able to explain why I am being denied benefits despite have nearly 4K left allotted to me.

One can receive a max. of 26 weeks of regular UI benefits in a state. Looking at your case, the file should have not dropped in the extension so soon.

Please ask for relevant paperwork and examine what has been paid to you.
