Federal EUC Extension 2013

Congress voted to extend the Federal Emergency Unemployment Compensation (EUC) program through 2013 on tuesday (1-1-2013). This means, unemployed workers who are currently collecting federal jobless benefits can continue to receive unemployment compensation. Unemployed workers who run out of state benefits during 2013 are now eligible for benefit extensions.

With the extension of EUC, more than 2 million Americans have been saved from hitting poverty.

EUC is a 100% federally funded program that provides extension of unemployment benefits to individuals who have exhausted regular state benefits. The EUC program was created in the year 2008 to combat high unemployment rates and has been amended several times.

Congress passed the American Taxpayer Relief Act of 2012 which includes the extension of Emergency Unemployment Compensation (EUC) program and temporary extension of Extended Benefit Provisions. The President is expected to sign the bill into law as soon as today, January 3, 2013.

The legislation has not changed the number of weeks of benefits available under the EUC program, but has allowed the program to continue the same as before.

The Congressional Budget Office has estimated that the two federal unemployment programs, (EUC and State Extended Benefits (SEB)) could have costed about $30 billion for a year long extension. The extension in EUC benefits is said to create 300,000 jobs and boost economic growth by 0.2 percent in the fourth quarter of 2013.

If you are currently receiving EUC benefits, please continue claiming benefits weekly to ensure timely payment.

Eligibility for EUC benefits depends on the date of your claim, your state and the state unemployment rate.

  1. I live in North Carolina and received my last State Unemployment check in October. If the Federal Unemployment extension goes thru will I be eligible to receive it? I am 63 years old and have 20 years of experience however no one seems to want to give me a job.

    • Please be up to date on national news and apply if EUC is extended.If you qualify for UI benefits,you must qualify for extension.

  8. Was told by way of a telephone call in March 2013 to continue certifying weekly for ui benefits. Have done and continue to certify weekly. Just called the ny state ui office and they told me i had exhausted all the state benefits. Explained that i was informed to continue certifying weekly and she told me i had no more available and i should go to social services. what should i do.

  9. Where does the unemployment rate come from? So many people are losing their benefits, how does the state know how many continue to be unemployed?

      • I’m sorry but I was unable to determine WHERE the info comes from to compile the graph, etc. North Carolina’s unemployment rate should drop now that MANY are no longer eligible for benefits because there is no way to document the numbers otherwise.

        • Because unemployment insurance records relate only to persons who have applied for such benefits, and since it is impractical to actually count every unemployed person each month, the Government conducts a monthly sample survey called the Current Population Survey (CPS) to measure the extent of unemployment in the country. The CPS has been conducted in the United States every month since 1940, when it began as a Work Projects Administration project. There are about 60,000 households in the sample for this survey. Every month, one-fourth of the households in the sample are changed, so that no household is interviewed more than 4 consecutive months.
          Each month, 2,200 highly trained and experienced Census Bureau employees interview persons in the 60,000 sample households for information on the labor force activities (jobholding and jobseeking) or non-labor force status of the members of these households during the survey reference week (usually the week that includes the 12th of the month). At the time of the first enumeration of a household, the interviewer prepares a roster of the household members, including their personal characteristics (date of birth, sex, race, Hispanic ethnicity, marital status, educational attainment, veteran status, and so on) and their relationships to the person maintaining the household. This information, relating to all household members 15 years of age and over, is entered by the interviewers into laptop computers; at the end of each day’s interviewing, the data collected are transmitted to the Census Bureau’s central computer in Washington, D.C. (The labor force measures in the CPS pertain to individuals 16 years and over.) In addition, a portion of the sample is interviewed by phone through three central data collection facilities.

  10. I am in NC and am about to run up my 26 weeks. I still haven’t found a job and now the NC Division ofg Employment Security has sent out notifications that ALL 4 tiers of EUC are ending On June 30th? I thought it was continued through the end of the year. I have not yet claimed anything through EUC, so I’m wondering is this a state thing where we are screwing our own people out of needed aid or was the decision in January by Congress readdressed and overturned?

  11. I have been certifying each week as told to for about 9 weeks, but have not received any money. When i tried to file a new claim they tell me i have a valid claim filed and to continue to certify each week. can you tell me when i will be receiving the weekly benefit check.

My question is this, how does the state of North Carolina send me a letter saying that I am still eligible for EUC benefits but when I go online to file my weekly certification they state that EUC benefits will end in North Carolina on June 30th. If the federal government is still providing this benefit for those that are still trying to find work then what is the state doing with the money if they are not allowing those of us in need have the money.

      The latest sequestration lead to a cut off in EUC benefit amount. Please note that EUC is federally funded. Since federal government passed this bill, there have been cuts in EUC benefits in all the states across the nation. So, what you received as EUC pay was from Federal Government and not state government.       • Actually, this is a totally incorrect answer. North Carolina legislature made a totally unilateral decision to reject federal aid and deny their citizens access to Federal EUI benefits, because apparently they would rather their citizens be unemployed and homeless rather than just unemployed. NC has the fifth highest unemployment rate in the country, and the most restrictive unemployment insurance law in the nation, as of July 1st. I have been out of work since the middle of January. I have over fifteen years experience in my field, I’ve applied for over 300 jobs in my field, and I’ve gotten four interviews and no offers. Now I have three weeks of benefits remaining, and then I am completely cut off. While the rest of the country has access to as much as six additional months of benefits, in three weeks I am facing the very real possibility of losing my apartment, my car, and pretty much everything, because the North Carolina legislature doesn’t feel like they need to follow Federal statutes on unemployment insurance. So don’t talk to me about the “sequester” causing this problem: North Carolina Republicans caused this issue for the citizens they are supposed to represent, without bothering to ask those citizens how they felt about the issue…

  13. No deposit yesterday for my EUC benefits, but the amount came off my balance due me. After searching online, all I see is it was a sequested week. Really? Missouri tells me I’ll get paid for the next 10 weeks, then they just don’t send it with no explanation or warning…nothing! I’m still out there looking for a job, still turning in government required paperwork. I still have obligated payments to make. Shame on the government for telling me it’s coming, then not following through…

  14. Received (UI Colorado) 6/9/2012 thru 12/30/2012 Exhausted benefits.
    Continued to apply for benefits every two weeks 1/1/2013 thru 3/17/2013
    Followed all rules and Guidelines. NOTHING!!
    Question, am I still eligible for Federal EUC? Have called locally and been told there is a 120 minute wait time. Thank You.

      It is important to have received a notice from the state unemployment authorities that you need to apply for extension. Also, Federal EUC filing and claim procedure is different. Please specify who you are contacting for EUC currently and we can help you head in the right direction.

  15. IM 60 YRS OLD BEEN ON UNEMPLOYMENT SINCE 3/18/2012 NOW IM BEING TOLD I HAVE NO MORE COMING I THOUGHT IT WAS PASSED TO EXTEND. I LIVE IN DAYTONA BEACH FL IM CONFUSSED PLEASE HELP AS THIER IS NO WORK HERE FOR A 60 YR OLD AS IM TOLD THANK YOU

      You seem to have exhausted your state benefits of 26 weeks. However, it is unclear if you were granted EUC benefits. If you were receiving EUC (Emergency Unemployment Compensation) then there is no further extension available in your case. The new law passed in January extended the EUC plan till the end of 2013 but did not add any additional tiers to the plan. Also note that, these benefits depend on the unemployment rate of the state. Which means, if the unemployment rate of the state is less than 7.5% then tier 2 benefits will be cancelled. Please check our articles on extension to know more about tier system.

  16. After 35 yrs of full time employment the company I worked for down sized and I had to apply for unemployment for the first time ever. If I’m unable to obtain employment what is the next step I need to take? Will I qualify for an extension?

    • Hi Lori,

      You are mostly eligible for unemployment compensation as the company down sized. Unemployment benefits are available to workers who are unemployed due to no fault of their own and in your case, it clearly was not your mistake. You will have to complete / exhaust state benefits before moving on to receive extension. Please check the specific requirements in the state you are applying and use our calculator tool to know how much you will receive as benefit amount.

      I apologize for the delay. I am afraid there is no further extension available in your case as there are no extended benefits (EB) available in Michigan currently. These benefits (EB) will be activated only when the unemployment rates are higher than normal. Please check with your state unemployment agency for detailed information on the same. Glad to help.
